• Minimum 10 years of hands-on experience working as a procurement professional in the infrastructure sectors, preferably in Transportation and/or Water sectors
• Bachelor or master’s degree in civil engineering
• Education or training in procurement or related field
• Extensive knowledge and understanding of best practices in procurement procedures, FIDIC Conditions of Contract, and contract management
• Proven experience with international development partner institutions procurement guidelines and procedures – especially of the World Bank or Millennium Challenge Corporation
• Excellent communication and interpersonal skills
• Fluent in English. Preference would be provided to candidates with Portuguese skills
• Advanced proficiency in Microsoft Office – Outlook, Excel, Word, and Project
