Description:

Cardno Emerging Markets USA, Ltd (Cardno) is currently seeking an experienced Senior Procurement Specialist for a Millennium Challenge Account (MCA) funded project in Mozambique. This position is based in Maputo for a period of three months with a possible extension upto six months.
Duties and Responsibilities: The Senior Procurement Specialist will manage, execute and coordinate tasks related to the procurement of civil works for the implementation of the Project, and assure that all procurement activities are performed in a fully professional, transparent and ethical manner, and in line with procurement regulations. The Specialist will be responsible to protect the procurement activity from fraud, waste and abuse. The Specialist will manage the entire procurement process and actually execute day-to-day procurement functions including analyze market conditions, verify technical specifications, prepare and launch tender documents, facilitate evaluation panels, prepare bid evaluation reports and contracts, facilitate contract negotiations and provide contract management services.

Qualifications:


• Minimum 10 years of hands-on experience working as a procurement professional in the infrastructure sectors, preferably in Transportation and/or Water sectors

• Bachelor or master’s degree in civil engineering

• Education or training in procurement or related field

• Extensive knowledge and understanding of best practices in procurement procedures, FIDIC Conditions of Contract, and contract management

• Proven experience with international development partner institutions procurement guidelines and procedures – especially of the World Bank or Millennium Challenge Corporation

• Excellent communication and interpersonal skills

• Fluent in English. Preference would be provided to candidates with Portuguese skills

• Advanced proficiency in Microsoft Office – Outlook, Excel, Word, and Project
