Cardno Emerging Markets, Belgium S.A. (Cardno) is seeking to develop more projects aimed at providing technical assistance to NAOs (National Authorising Officer) in the Africa, Caribbean and Pacific (ACP) countries.

We are looking for experts principally interested in long-term key positions, such Team Leaders, Finance and Administration Experts, Trainers (institutional capacity-building, European Development (EDF)/European Commission (EC) procurement regulations) for EU projects.

We also welcome applications for Short-term assignments.

10 years professional experience in project management

Previous experience working on NAO projects

Experience in EDF/EC financial and contractual management procedures

Experience in preparation, management of tenders and contract in accordance with EDF/BUDGET rules and procedures

Experience of capacity building and institutional strengthening within National Authorising Offices, Government Ministries and other public bodies

Experience in identifying training needs, organising specific training and to carry out training, especially in the area of the EDF/EC applications

Experience in ACP Countries
