Description: |
Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Grants Manager / Regional Subcontracts for a USAID – funded Local Development Initiative (LDI) project in Tajikistan. The purpose of LDI is to increase the capacity of sub-national government entities to deliver services to citizens, to improve their administration, and to inform citizens of their activities. LDI works in Turkmenistan, Tajikistan, Kazakhstan, and Uzbekistan.
Duties and Responsibilities:
The Grants Manager / Regional Subcontracts will be responsible for the following:
• Development of project grant manuals for small-scale infrastructure and other in-kind grants to participating local governments; • Capacity-building for participating local governments to prepare grant proposals; • Solicitation and evaluation of grant proposals by participating local governments; • Preparation of preliminary environmental assessments for LDI-funded grant projects, as required by USAID regulations; • Solicitation and evaluation of proposals to supply goods and services for LDI-funded in-kind grant projects, including engineering and construction services; • Preparation and negotiation of contracts and purchase orders for goods and services, including engineering and construction services, for LDI-funded in-kind grant projects; • Support for LDI staff in completing the LDI grant cycle and in capacity-building for participating local governments in project operation and maintenance; and • Reporting to USAID on status of LDI-funded in-kind grant proposals, awards, and project execution.

Qualifications: |
Advanced Degree in a relevant field; 5+ years of professional experience administrating grants; and Fluency in English and Russian required, and Tajik is highly preferred.
