Cardno Emerging Markets USA Ltd. (Cardno) is actively seeking a Chief of Party for the upcoming USAID-funded Transition Initiative Somalia (TIS) program.  The program will focus mainly on management of grant awards and procurement of resources.  It will include three interrelated components:
 
• Capacity building to the central government and priority institutions

• Light infrastructure development

• Livelihood, income generation and job creation

The Chief of Party (COP) will be responsible for management, oversight, reporting of program progress, and quality of performance in meeting the small grant undertaking.   S/he will supervise grant activities, ensure appropriate grant design, and ensure monitoring and evaluation compliance.  The COP will be based in Nairobi, Kenya with travel to Somalia.

5+ years of relevant experience in managing an international program

Experience supervising complex and challenging field operations in closed societies, conflict environments, fragile or transitional countries, and/or war-torn societies

Experience working in Somalia is a plus

Demonstrated experience establishing systems and overseeing program start-up under limited time constraints

Experience designing, awarding, and managing grants, preferably in-kind and small grants

Experience hiring and supervising host country local personnel

Financial management skills, including budgeting, tracking, reporting, accounting, and procurement

Must be able to travel to Somalia as needed

Fluency in English
