Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for a Small-Scale Infrastructure Specialist position for a USAID-funded Local and Rural Development Initiative (LRDI) project in Tajikistan. This purpose of this project is to increase the capacity of sub-national government entities to deliver services to citizens, to improve their administration, and to inform citizens of their activities in four Central Asian Republics -Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan. The opportunity is for an active USAID contract.
The Small-Scale Infrastructure Specialist will be responsible for the following:
With other LRDI staff members, work with participating local governments on preparing service improvement plans (SIPs), strategic development plans (SDPs), and citizen information plans (CIPs) and on supporting the implementation of those plans by participating local governments.
Based on the SIPs and SDPs, work with other LRDI staff members and participating local governments to identify high-priority small-scale local infrastructure projects for each participating local government, to be funded with (i) local government and/or other non-LRDI resources; and (ii) with LRDI grant contributions in addition to local government and/or other non-LRDI resources.
With other LRDI staff members, work with participating local governments on preparing feasibility plans and environmental assessments for the indentified high-priority small-scale infrastructure projects;
With other LRDI staff members, support the preparation by participating local governments of requests for non-LRDI funding and LRDI funding, as appropriate, for the indentified high-priority small-scale infrastructure projects.
With other LRDI staff members, provide training and technical assistance to participating local governments on project management and implementation and operation and management of local infrastructure systems and facilities.
