Description: |
Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for Municipal Development Specialist for a current USAID-funded Local Development Initiative (LDI) project in Kazakhstan. The project is aimed at building the capacity of local governments, in communication and collaboration with constituents, to provide improved local government service delivery and governance.
Under the supervision of the LDI Country Representative, the Municipal Development Specialist will (i) Work with local governments and government affiliated institutions in order to develop more effective local government administration and service delivery; (ii) Help to develop and deliver training and capacity-building to local government entities; (iii) Help to identify and manage small-scale local infrastructure improvements, construction and renovations; and (iv) perform other services as assigned.

Qualifications: |
Degree in Economics, Finance, Governance, or other relevant field
Proven knowledge of government structures and procedures on the municipal/local level in Kazakhstan
Solid understanding of budgeting process on local level in Kazakhstan
Ability to train project beneficiaries in Kazakh and/or Russian languages
At least five (5) years of capacity building and institutional strengthening experience in, either: o working with local governments; and/or o delivery of communal services; and/or o budgeting on local level; and/or o strategic development planning on local level.
Fluency in Kazakh, Russian and English languages
Previous experience in working for a USAID-funded project will be an advantage
